Cloud operators and large AI developers turn chips, power and data centers into usable compute. This theme separates merchant clouds from captive buyers and regional providers. Spending figures identify their period and accounting basis; corporate capex is not a measure of AI spending alone.
Why now
July and August guides raised several US spending plans, while Oracle updated its fiscal-year outlook in September. Regional clouds are buying Blackwell clusters, and Chinese providers face accelerator import limits. Contracted and planned capacity still exceeds energized supply.
US-serving hyperscale clouds
Large merchant clouds serving US AI demand range from broad public-cloud platforms to specialist GPU suppliers. US headquarters are not required. Spending guides use different periods and lease treatments; corporate capex is not AI-only spending.

Captive and frontier compute buyers
Model developers and consumer platforms reserve cloud capacity or build their own clusters. Corporate capex, multi-year purchase commitments and investment rounds fund different assets and are shown separately rather than treated as equivalent budgets.

Chinese cloud infrastructure
Chinese clouds combine merchant GPUs, domestic accelerators and state-backed networks. Import restrictions affect procurement. Disclosed quarterly capex is retained as quarterly data where a comparable full-year guide is unavailable.
