Operations are concentrated in the United States, with additional activity in Australia, Europe, and Canada. Acquisitions such as HTA, EPC, Pagatelia, Redflex, and T2 Systems expanded the company from photo-enforcement roots into fleet tolling, international violation processing, traffic-safety systems, and parking software and hardware.

Execution depends on reliable links between vehicles, roadside hardware, software, data processing, and agency workflows. The government business is shaped by national, state, and local authorization of automated photo enforcement.
